The Italian way to classification of skills
Framework, basic vocabulary and national repertoire
The institutional reference framework for the classification of skills in our Country is provided by Law 13 of 2013 (Definition of general standards and essential levels of performance for the identification and validation of learnings and the minimum standards of service of the national competency certification system, under Article 4, Subparagraphs 58 and 68, of the Act 28th June 2012, 92 https://www.gazzettaufficiale.it/eli/id/2013/02/15/13G00043/sg), which:

is part of public policies for education, training, employment, competitiveness, active citizenship and welfare,
-
promotes lifelong learning as an individual right, and
-
ensures that everyone has equal opportunities to recognise and enhance the skills acquired, in accordance with individual attitudes and choices and from a personal, civic, social and professional perspective.
Basic vocabulary
In terms of vocabulary, the law distinguishes concepts such as:
lifelong learning: any activity undertaken by the person in a formal, non-formal and informal way, at various stages of life, in order to improve knowledge, skills and skills, from a perspective of personal, civic, social and social growth employment;
formal learning: learning taking place in the education and training system, and in universities and institutions of high artistic, musical and coreutic education, ending with the achievement of a degree or a vocational training qualification or diploma, also achieved in apprenticeships, or a recognised certification, in accordance with existing school legislation and university systems;
non-formal learning: learning characterized by an intentional choice of the person, which takes place outside the systems indicated in the letter b), in any institution pursuing educational and educational purposes, including volunteering, of the service civil and private social and business;
informal learning: learning that, even regardless of an intentional choice, is carried out by each person in daily life activities, and in the interactions that take place in it, in the context of work, family and leisure;
competence: proven ability to use, in work, study or professional and personal development situations, a structured set of knowledge and skills acquired in formal, non-formal or informal learning contexts;
public, central, regional and independent provinces, which are the statutory authorities, regulates the identification and validation and certification of competences (MIUR, MINLAV, MEF; standard regions and autonomous regions/provinces of Trento and Bolzano);
institution: public or private subject, including chambers of commerce, industry, crafts and agriculture, authorised or accredited by the Government, or deputy under state or regional law, including institutions schools, universities and institutions of high artistic, musical and choreutic training, to provide all or in part to the services of identification and validation and certification of skills, in relation to the areas of ownership;
Italian national accreditation body: Italy's national accreditation body in the implementation of Regulation 765/2008 of the European Parliament and the Council of 9 July 2008.
process of recognition and validation of competencies: a process that leads to the institution's recognition of the statutory standards, the essential levels of performance and the minimum standards set out in this decree, the skills acquired by the institution in a non-formal or informal context (for the purpose of identifying skills, those acquired in formal contexts are also considered). Validation of the skills may be followed by their certification, or end with the release of a validation document that complies with the minimum standards;
certification of skills: procedure for formal recognition by the institutions, according to the general rules, essential levels of performance and the minimum standards set out in this decree, of the skills acquired by the person in formal contexts, even in the event of a break in the training course, or those validated acquired in non-formal and informal contexts. The competency certification process ends with the issuance of a certificate that meets the minimum standards;
qualification: qualification for education and training, including education and vocational training, or vocational qualification issued by a public body entitled in accordance with the general standards, the essential levels of vocational training performance and minimum standards;
national competency certification system: the set of services for identifying, validating and certifying the skills provided in accordance with general standards, essential levels of performance and minimum standards.
The National Repertoire
Excluding the timely listing of the remaining standards of service, process, etc., the Art. 8 establishes a National Repertoire of educational and training qualifications and professional qualifications in accordance with Italy's commitments at EU level, and in order to ensure the mobility of the person and to facilitate the meeting between demand and supply in the labour market, transparency of learning and requirements and the broad expendability of National and European certifications.
The National Repertoire is the unitary framework for the certification of skills, through the progressive standardization of the essential elements, with descriptive, educational and training qualifications, including those of vocational training and training, and vocational qualifications through their linking also through a system of recognition of training credits in a European perspective. It is also made up of all the registers of educational and training qualifications, including those of vocational education and training, and vocational qualifications, including those of the register referred to in Article 6, Paragraph 3, of the Apprenticeship Paper of 14th September 2011, 167, coded at the national, regional or autonomous province level, and publicly recognised.
The national competency certification system is the subject of a periodic monitoring and evaluation process, in aim to its constant improvement, on behalf of:

The Institute for the Development of Vocational Training (ISFOL/INAPP),

The National Institute for the Assessment of the Educational and Training System (INVALSI),

The National Agency for the Assessment of the University and Research System (ANVUR), and

The National Union of Chambers of Commerce, Industry, Crafts and Agriculture.
The results of monitoring and evaluation process are the subject of a three-year official reporting to the Parliament.
